I am a sophomore, and I made a scratch game at around 7th grade, it still needs to be finished. However I was wondering if it is considered to make a scratch game.

I suppose it depends on how complex the game is and on how popular it becomes (the more popular, the more impressive it will seem). That said, do remember that Harvard AOs won't really consider any of your pre-high school accomplishments.
