I achieved a 1480 in the recent December SAT (710 RW and 770 Maths). Should I submit my SAT or go test optional as my RW score is quite low especially for an Asian international student? (from New Zealand btw)

Apparently all US universities have hugely favoured domestic applicants this year due to COVID and international yield rates dropping due to it so I'm not sure what I should do. Is the advice submit if you're within 25 percentile or 50 percentile?

I definitely think you should submit! In your situation, I'd submit down to 10 or 20 points below the accepted 25th percentile, because even sending these slightly less competitive scores will be better than sending none at all.
