is it too late to bring my 2.0 GPA to at least an average level?

I have been trying to find a way to increase or counteract my bad GPA with no luck from my school's counselor's office. Should I focus on extracurriculars and SAT/ACT scores, or have I burnt my chances at a 4-year college and have to climb my way up through community college?

Try and take as many honors and AP classes as you can for senior year. Over the summer, try and take community college courses as well, as these can show colleges you are academically strong. Ask your guidance counselor if these classes can be put on your transcript because then they can be factored into your GPA! High school transcripts will be weighted the most heavily in the admissions process even though most colleges have holistic admissions.
