Currently, I am not doing any in-school extracurriculars because none of the clubs or sports at my school interest me much. I do creative writing, Girl Scouts, and archery outside of school. Is not doing in-school extracurriculars weakening my college application? Would colleges rather see that I am contributing to my school community?

In-school extracurriculars (ECs) don't necessarily take precedence over ECs done outside school. In fact, depending on what level you're at, it can be the other way round. Achievements in archery at a regional level are better than those at school-level. The same goes for creative writing.
ECs are meant to be related to your interests, so if your school's ECs don't cater to your interests, it's completely fine to not get involved. Don't try to push yourself into ECs that you think colleges want to see (It'll just make you unhappy). Rather, focus on what you like to do and give it your best.
