For context, I live in Sweden and I am applying to colleges in the US this year. I am NOT an IB diploma student, just going to a regular Swedish high school.
Does my counselor have to submit a mid-year report even though our school does not issue mid-year reports? I have 8 courses that end in June and my counselor is wondering if she should ask my teachers to give an assessment of my work so far? is that how a mid-year report works?
I've read somewhere that International students don't have to submit a mid-year report, just the final report at the end of the school year. Is that true?
Is my counselor allowed to ask my teachers how I am currently doing (from A to F) and send these "marks" as a Mid-year report even though my courses have not finished yet?

Mid-year reports are required by very few colleges. US high schools typically give midterm grades, so that's why colleges ask for them. You don't need to submit a mid-year report because your high school doesn't issue mid-year reports. If the application lists mid-year reports as REQUIRED, you can try submitting predicted grades based on your performance so far. If mid-year reports are not required, you'll just have to submit your final transcript after completing your high school in June.

You will not need to submit a mid-year report for the majority of schools. There are only a few colleges that require it, and they will make their policies clear on the Common App. In order to submit one if necessary, your guidance counselor will need to send the school your current grades or predicted grades. Your counselor could certainly ask your teachers for your letter grades.
