OLD ACT&SAT prep books

Out of genuine curiosity, my older sibling has old ACT and SAT prep books from like 2017–2019. Could I still be able to use these to study for the 2024 ACT or SAT, or would it not be beneficial?

They should still be pretty up-to-date. I generally advise doing a practice test or two beforehand. A lot of the subjects you can't just learn everything in (math), however you can review and learn a couple tricks. So, for example, learn that on the ACT English section, the most grammatically correct, concise answer is the correct one. If several answers work, pick the most concise. If they are all about the same and you COULD change the answer but it doesn't really change the meaning or conciseness, keep the current answer. I got a 34 by knowing this sort of thing. Look for shortcuts.

Hi! It's probably okay in terms of skills and strategies, but I would do some research to make sure you're not studying anything you don't need to know or vice versa- if there are topics added since 2019. But generally, it should be fine.
