What tier are unpaid internships?

I know that the chancing stimulator has unpaid internships for non profits and medium sized businesses at 2A, but I have heard many online communities say that unpaid internships don't mean much to college AOs. What are your opinions on it? To those who had unpaid internships on their applications, do you think it boosted your application? Could it be the highlight of an application?

it's all about what you get from said internships and if it was a 'paid for' program ; for starters, an internship at a cafe is different from a research internship, though you could comment on how it reinforced your leadership capabilities
