I would start by looking at academics, actually. Use BigFuture to find colleges that have your major of interest (be sure to check each college to see if actually have your major, not a related one that is similar but not as specific). Then you can compare admission requirements and affordability. As an international student, you may need to pay close attention to affordability. Some colleges offer merit scholarships and other provide much for needy students. It depends on the university.
