Hey my school doesn't offer NHS and i was in NJHS in middle school. I was wondering if there is a way for me to apply for NHS even though my school doesn't have a chapter for it.

it could be a good choice to look for an advisor to start an NHS chapter at your school, it would look really good on admissions if it's something you're able to do.

Good question...I unfortunately do not know because I am homeschooled. However, I joined NSHSS-National Society of High School Scholars-it was the only "honors" thing I could join as a homeschooled student so I took the opportunity!
