As of right now, there is nothing on the Scholarships page that says if winners are able to enter again, but I would assume so since it doesn't explicitly say no. However, this could change in the future, since the CollegeVine scholarships are pretty new and they are constantly improving the rules.

From what I've read on the Scholarship page, nothing says that re-entering is banned, therefore I think that yes, it is allowed.
I have won previously and I could enter again so at least for the moment it's not banned.
