It majorly depends on what universities you're targeting. It also depends on what level you wish to study. Public Universities are less likely to provide you with need-based financial aid. However, you may be eligible for merit-based scholarships.

As for private universities, there is a higher chance you get financial aid. Top schools like MIT, Harvard, Princeton are need blind for international students too, i.e. they do not consider the applicant's family income in the application review. Other top schools such as Caltech, Stanford are need aware for international students, i.e. not applying for financial aid may increase your chances. However, once accepted, such schools will offer generous aid.

However, getting a full-ride as you say won't be easy but its still worth a try. If you really are passionate about a particular school which isn't offering you generous aid, plan on taking study loans.
