Paying for College

What are the universities which cover full financial need without loans for international students?
Answered

Also, if I receive a financial grant offer (which includes loans) from college along with the acceptance letter, can I negotiate with their financial aid office to give me the loan amount as additional grants? Asking because lots of colleges claim to provide the full financial need of students but end up giving loan amounts which in the end would be a burden for the student.

Please answer with the perspective of an international student.

Can you attempt to negotiate for that? Sure. Here's a link which might help for negotiating with colleges: https://www.collegevine.com/livestreams/8/how-to-negotiate-financial-aid-and-scholarships-with-colleges

So while you can definitely try to negotiate the question is will they actually do it? And I think it's highly doubtful. It can be difficult enough for a US citizen to get 100% of their need covered so being an international student makes it even harder.

Consider looking into these colleges: https://www.usnews.com/education/best-colleges/the-short-list-college/articles/universities-that-offer-international-students-the-most-financial-aid and https://agentbee.net/financial-aid-for-international-students/ (many of them overlap here).

You can also check out this list: https://blog.prepscholar.com/colleges-that-offer-complete-financial-aid. While I believe it's from the perspective of US based students this list could give you some other schools to consider looking into.
