Also, if I receive a financial grant offer (which includes loans) from college along with the acceptance letter, can I negotiate with their financial aid office to give me the loan amount as additional grants? Asking because lots of colleges claim to provide the full financial need of students but end up giving loan amounts which in the end would be a burden for the student.

So while you can definitely try to negotiate the question is will they actually do it? And I think it's highly doubtful. It can be difficult enough for a US citizen to get 100% of their need covered so being an international student makes it even harder.
