While @ShaquilleOatmeal is right about the SAT and CSS fee waivers, I think you can get a Common App fee waiver (although chances are slim).

If you read the last point, you'll know that you can actually request for a supporting statement (probably a signed document) by your School Official stating that you need the fee waiver to apply to colleges. Some colleges MIGHT give you the fee waiver.

You can look into getting a fee waiver for the SAT by going to this link: https://collegereadiness.collegeboard.org/sat/register/fees/fee-waivers. Unfortunately, unless you currently live in the US and test in the US I don't think you will be eligible for a fee waiver. You might be able to talk to a school counselor and see if there are other options available to you.

This probably isn't the outcome you were looking for and I'm sorry that's the case. I wish you the best moving forward and hope you can figure something out. My only other suggestion would be to see if there are any local programs or organizations near you which help cover the fees associated with these programs.
