The FAFSA is the first thing you should, the earlier the better. Start applying to as many scholarships as you can find as soon as you can as well. A lot of scholarships are kind of like a first-come-first-serve basis. Basically, they tend to offer the earliest applicants more money and they have a higher chance of actually getting the scholarships. Also, I have heard that private schools are able to offer more financial aid than public schools, but comparing the schools you are accepted to is important as well. If you are still in high school, it really is important to get the highest grades and test scores you can. A lot of schools AND scholarship opportunities will look at those and be more willing to offer you financial aid or higher financial aid if you have higher scores. Good luck!

try to apply for loans or study really hard and get at least a 32 on the ACT then look at scholarships that pay for all of it.
