I do not since there are fee waivers for that. All applications I've seen and started have that option. I believe you have ask your school for the waiver in some cases so all I can do is recommend you ask your counselor or an equivalent person at your school. If you have already done that and it didn't work out you could try to find schools you like that don't have an application fee. I'm applying to three liberal arts schools and all of them don't have an application fee.

I would suggest asking your school, or your school counselor about fee waivers. However, I am not aware of any scholarships for applications.

I will suggest using Raise me but it depends on your college.
