Never. Apply for scholarships and grants and work part-time job(s). Save as much as you can. Reduce expenses and budget.

You should always get grants or scholarships for college. When you can't get anymore and there is still more to pay for college, then you should ask help from other people. Avoid loans as much as you can. If you absolutely need loans, get loans from the government or from you college. Those loans have a lower interest rate than other ones.
