How can I better interpete scholarship requirements?

I'm 17 years old and I've graduated form Debiruss College in Nigeria. I'm looking to study mechatronics engineering in the US or Canada with a full ride scholarship

There are two types of scholarships - need-based and merit. Need-based scholarships are awarded due to your family's financial situation. They are automatically awarded by colleges or private organizations to students whose families make below a certain income. Merit scholarships, on the other hand, are awarded based on a student's academic, extracurricular, or other accomplishments.

As an international applicant, you will be eligible for both types of scholarships at select universities - they are awarded as a part of the financial aid process. This blog post lists colleges in the US which will give you aid. Hope this helps!
