I'm confused about how people get scholarships. Do they apply for one, when applying to the college they want to go to and when should I start looking into scholarships? Any help would be appreciated.

Each school does have its own scholarships. Most will automatically evaluate you for some of them, others make you apply separately for them, and some schools have both automatic consideration and separate applications. Looking at the Financial Aid section of the website will usually help.
That said, there are many places that give scholarships that aren't tied to the school. Some of them allow people to apply as early as 9th grade. Some of the schools actually publish a list of sites your should consider visiting.

You should look into colleges that you want to apply for, then see what scholarships they offer. The national merit scholarship is basically tests that varies in multiple subjects, and you have to be a finalist to achieve a scholarship. Maybe you should research more about it.
