what is a 4.0 in percentage

It seems to vary depending on who I ask. I was under the impression that it was always 100%, but my honors comp teacher said that 95% and above also counted. This confused me.

A lot of schools use a similar letter grading system to the one below:

A= 90–100%= 4.0

B= 80–89% = 3.0

C= 70–79% = 2.0

D= 60–69% = 1.0

F= 0–59% = 0.0

So if you get all A's and have a 4.0 that still means you could get 90-100 on your assignments. Colleges grade slightly different (more details in the link I provided).
