Hello! I am a current Sophmore, soon to be Junior in high school. My GPA is 3.8 on a 4.0 scale, and I have average extracurriculars. What would be some good target or even hard target schools for me? I already have some safety and reach schools in my list.

I would recommend taking the quiz where you put in your data (here on this site) and at the end, it will give you a HUGE list of schools under 4 categories based on how easy it will be for you to get into a specific school.
The quiz will ask you more about what type of school you are interested in, your high school achievements, your projected achievements by your senior year, and various other information. It really helped me (a sophomore soon to be junior) figure out what schools I have a high chance of being accepted to and schools that I have a lower chance of acceptance.

You need to consider all the things that would go into your choice. Location? Leaving or staying with your family? Weather? Access to your favorite niche grocery store or burger joint? There are so many non-academic things that affect your choices. Even if you can rule something out, rather than in, your list will be focused. You need to put some energy into imagining yourself in one of the those institutions.
You are in a perfect position to start buffing your resume. Average ECs? Start planning to do more, ideally focused around your potential area of study. Make a game plan to take APs in the next 2 years. Start talking to friends and family (and Collegevine!) about options. Good luck!

When you take the SAT, you should use College Board's school list resources as well as Collegevine's because they may give you some slightly different ideas for schools to go to. It is also super important that you pay attention to the environment of the school including clubs, special opportunities, weather, and how different or similar the demographics are to the area you are used to.
