To be honest I'm not sure what you're looking for actually exists. UPenn had a dual degree program for linguistics and engineering but it wasn't a BA/MA program and they're sunsetting the program Fall 2021.

I asked around and no one knows of a program off the top of their head. And I did some searching and I wasn't able to find any with your specific requirements. An Engineering degree is already a huge time commitment and there's often not a whole lot of flexibility in the classes you can take if you want to graduate on time. It can be difficult enough to get a dual degree in Engineering let alone a degree in Engineering + Linguistics or Neuroscience AND being able to finish early. If you think Linguistics is what you want to do you might be better off looking into BA/MA programs for linguistics because I don't think you'll be able to find what you're looking for unfortunately.
