Most safe schools are in the west since the ones in the east are older and more prestigious.
This question could be interpreted two ways. @just.valdo gave you a good list of "safety schools", ones which nearly guarantee acceptance.
But maybe you're concerned about high levels of crime, and particularly gun violence, in American cities? While campuses themselves are usually safe, some universities are located in or adjacent to fairly dangerous neighborhoods.

Impressive work on the Safety ratings. I guess the grades are from Niche? Assuming that's correct, Niche claims to take crime data from the USDE OPE database, which can be accessed here: https://ope.ed.gov/campussafety/#/ I strongly suspect they also use their College Student Survey, which includes a 1 star to 5 star rating for safety. If OP is truly concerned about safety, I would encourage them to look up colleges of interest in the OPE data and to ask admissions counselors.
