Well yes but actually not.

It depends of both the university/college you're going to apply to, as well as your overall application. Nowadays, because of the pandemic, most top schools (and many competitive & safety schools) have adquire the "Test-Optional" policy (as well as a Holistic review of your app). Therefore, if the ACT is important, or not, it depends on the college you're applying to, and your overall stats, extra-curr, honors, and essay. If you have GREAT extracurriculars, an outstanding essay, and a really nice list of honors, ACT might not be the most important aspect of your app. Nevertheless, it does not hurt anybody to have a nice score in the ACT/SAT.

So, once again, it depends.

It depends on the school. Usually schools request that the student takes the SAT or the ACT.

Yes, it depends on which colleges you apply to. Some colleges look at super scores and some look at the overall highest score. But yes, ACT scores along with SAT scores are very important when applying to colleges.
