Does anyone know of a good school with a good computer programming major and Japanese either as a major or a minor?

Collegevine has a filter on it's school list which you can focus the programs you want and the other specifics you want.

Stanford, Harvard, Carnegie Mellon, UC Berkeley, and Yale have top programs in both of your academic interests. Happy to look for less selective schools if that's what you're looking for, and hope this helps!
