NYU is the better location because it's in NYC and closer to home. Rice is an excellent school for business, but NYU has more prestige, so unless you would be significantly happier at one over the other, or one gave you a much better financial package, I would go with NYU. Have you visited both schools? You should do that before making a final decision if you can.

If NYU Stern has been your dream school, then you should absolutely go there. NYU Stern is equivalent to UPenn Wharton, Berkeley Haas, UMich Ross, and other excellent programs in terms of quality. Rice is also a great school, but NYU is better for your major.
