Which out of state public school?

I've been applying to schools mainly in my state (NY), and I want to add 1-2 more out-of-state public schools to solidify my application. I specifically want it to be a reach-to-target school, and to have a decent out-of-state tuition. Here are some of my quick stats:

3.6 GPA

FIRST GEN AFRICAN IMMIGRANT

NHS, VARSITY TRACK SPRINTER, NEWSPAPER EDITOR

PREFERRED MAJORS: BIOLOGY, HEALTH SCIENCES, NUTRITION SCIENCES

I had some ideas, here are my options: UCONN, UPITT, NVM, and UMARYLAND
