Help me find some schools please!

I am looking for a school...

In the south or on the east coast (preferably not past Georgia)

A school with good sports

Around 10-25k students

My ACT is low but my GPA is a weighted 4.1

I want a school that doesn't party too much/is safe

I want to study either neuroscience, public health, or something related to law!

If it could be on the cheaper side that would be nice but most colleges are going to cost a ton

thank you to someone else I saw formats and any future help I get so far I am looking at LSU but need more options!

University of Richmond! They do have quite a low undergrad population, but their law and public health programs are phenomenal... I'd definitely take a look!

Assuming your ACT score is genuinely low (<19), you won't be very competitive for the colleges you're looking for. Another thing to remember is good athletics = party school. Other than that, some good options are UNF, UMiss, OKState, and UM.
