Lincoln University is one option that's pretty close, located in Oxford, PA, less than an hour from Philly. My nephew went there and had such a nurturing and supportive experience; he always talks about the strong sense of community and heritage, which helped him grow not just academically, but personally too. Cheyney University of Pennsylvania is another one, which is the nation's oldest HBCU - so much history there! It's only about 25 miles from Philadelphia.
