What makes you eligible for an ACT fee waiver?

I've heard some people talk about fee waivers for the ACT, but I'm not sure if I qualify. What are the eligibility criteria for getting one of those?

The eligibility criteria for receiving an ACT fee waiver include: being enrolled in high school in the 11th or 12th grade; being testing in the US, US territories, or Puerto Rico; and meeting one or more indicators of economic need as outlined by ACT. These indicators include enrollment in a federal free or reduced-price lunch program, enrollment in a program for the economically disadvantaged (such as AVID or TRIO), being a foster youth or homeless, or having family income that falls within the Income Eligibility Guidelines set by the USDA Food and Nutrition Service.
