Should I apply to colleges with test-optional policies?

Hello! I've noticed that many colleges have test-optional policies, and I'm wondering if I should apply to these schools without submitting my SAT or ACT scores. Would it hurt my chances of getting in, or do colleges really not care about test scores as much anymore? Any advice would be great! Thank you!
