Do I need to take the SAT/ACT if applying test-optional?

Hi all! I'm a little bit stressed about whether or not I should take the SAT or ACT since many colleges are going test-optional. If I decide not to submit my scores, will it hurt my chances? Is it better to take the tests anyway just in case? Thanks for your help!
