The Hunt for Affordable Out of State Tuition

So, I've been looking at a bunch of out of state colleges but the tuition is scaring me. Are there any universities that have reasonably priced out of state tuition? Appreciate well-thought suggestions!

One place to start might be the Midwest Student Exchange Program if you're from a participating state (these include Illinois, Indiana, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, and Wisconsin).
