Can someone explain the UC school rankings?

Hi everyone! I'm from out-of-state but I’ve been thinking about applying to some UC schools. I don’t really understand the various rankings and how they're determined. So, could someone explain how UC schools are ranked and whether it's better to choose based on rank or the programs they offer?
