Does GPA matter more than a good sat or act score

If I have a 3.00 gpa but I get a high sat score (1400+) can I apply and have a good chance of getting into a good college even with the average gpa

It depends on your definition of a "good" college. I've been in class with people who won't accept anything beyond an Ivy League as a "good school." If you have a 3.00 and a 1400+ SAT and are mainly applying to schools with a 40%+ acceptance rate then you will most likely get in as long as your essays and activities aren't cruds.
