I've been wanting to plan a high school club for next year. I've searched up resources and plans, but I cannot find anything useful, What are the steps I should take to plan and create a successful club?
To create a club, the first thing you need is a teacher supervisor if you intend to coordinate it with the school. From there, you can discuss with your principal or vice principal, who usually manage the school extracurriculars, and discuss with them about adding a new club, since it has to be approved by them.
If it is approved, I would go from school announcements to school emails to try and see if your club can gain traction amongst the student body.

Hi! I am starting a club in my high school too with my friends, and we started an awareness club. So, the first thing we did was learn as much as we could about the cause we wanted to speak about and then did a short presentation/discussion for our classmates to see their thoughts on the subject and to see if anyone was interested to join our club. We then had to draft a proposal to mail our coordinator so she could give us permission to officially begin the club's activities and put up signup sheets and stuff.

So it differs on whether or not it iss affiliated with a national organization (SciOly, Debate etc) or if it is a school-based club (Chess Book etc).
For the latter you typically need school approval typically from a VP or Principal which would require a plan (including topics covered and finances) and a faculty sponsor.
For the former you need to make sure that activity is available let's say you are in Presque Isle Maine. You probably not are not going to be able to travel t let's say Portland for competition. After making sure you'd need to form the club (via above method) all the while going through the nat org.
