I guess it depends on what schools you want to apply to. Some schools (like Harvard, MIT, Yale, or Amherst) are need-blind for international students, while all the others are need-aware. However, this doesn't mean that you couldn't get a scholarship anywhere else, but only that it is very hard to. You need to be a very competitive applicant and stand out from other international students.
In addition, there are global scholarships not given by colleges that you may be eligible for (like the Breakthrough Junior Challenge). I would recommend that you do some research around these because they could really help you finance your studies.
