I think most colleges require an English proficiency test, but some schools let you just send in your SAT score instead if you score high (700+) on the English section.

You should check the requirements on the website for each specific school you're interested in attending.

Every school in the US will require you to show proof of English fluency (through TOEFL or some other English proficiency test) if you are applying as an international student. If you're not applying as an international student, you don't have to show proof of English fluency because you would be applying as a US student). Some schools may let your SAT reading and writing section score count as your English proficiency test, but you have to check the specifics for the schools you plan on applying to.
