Would an internship for my local congressman be considered a tier one extracurricular for an aspiring political science major? Also, would an internship at a law office be viewed as impressive?

I guess it could be? If it's in line with your prospective major, then I think it will definitely count towards the EC part.

I am not sure about the tier of the ec, but don't worry about that. If you do well in the internship, it could lead to a killer letter of recommendation and I would suggest focusing on doing your best and communicating well with whoever you intern with so they will know you well. It can be viewed impressively, but that part is in your hands. Regardless, few high schoolers intern, if at all, so it is already impressive. Best of luck to you!
