If you're a high schooler then try these:

1) See if your state has a Governor's School Program.

2) Try this site: https://blog.collegevine.com/high-school-engineering-summer-programs-2/

3) Ask local college professors to assist them in the lab or research alongside them. Although you may get rejected a lot, one might offer you an opportunity to learn hands-on. It never hurts to ask.

4) If you can't do a summer program, pursue a project that will allow you to implement your skills, has a reachable conclusion, and impacts your communtiy.

Hope this helps!

I know that Rose Hulman has a good variety of summer programs.

Missouri S&T has good ones too.
