Participating in such a program can increase your odds of admission, though it depends on what type of running start program it is. Programs which have a high cost and high acceptance rate will generally not give you a large admissions boost. The programs that will benefit you the most will have the following characteristics:

- They are on the state, national, or international levels

- They are highly selective and well renowned

- Some form of financial aid is available

- They provide a rigorous academic or professional education

There are many "running start" programs in the US.

Are you talking about the mentoring program for girls to get hands on experience in politics or the program that allows HS students to take college courses sponsored by different states like Washington, New Hampshire, or the Running Start program at Michigan State. "Running Start" is a term a lot of institutions give to their programs to give a hand up to students.
