Participating in such a program can increase your odds of admission, though it depends on what type of running start program it is. Are you talking about the mentoring program for girls to get hands on experience in politics or the program that allows HS students to take college courses sponsored by different states like Washington, New Hampshire, or the Running Start program at Michigan State.
