I've thought about
- Mock Trial
- Debate Team
- Teen court (Participate on the jury as a teen)
- English Honor Society
- National Honor Society
- TASP (super competitive program)
- Pre-law Club (Founder)
- Law Internship (For school credit/ Hours)

I would say mock trial/model UN/debate are the basis of nearly everyone who pursues political science/law, so definitely start with those. The law internship or founding a law club would be good next steps, so make sure you do something like that so that you're different from everyone else applying pre-law!
