What do I do if I didn't take IGCSE exams?

I am an international student. My school uses the Cambridge curriculum. I wasn't able to take IGCSE exams due to financial reasons. I only took english IGCSE exam. At the time I was comfortable not taking them as I was told that universities in the US don't require them. However, recently I was told that this mean I won't be able to apply to UCs. What is actually true?

If you can't afford the IGCSE exam, you likely can't afford the UCs. There are many great colleges in the US.
