Do elite American universities care about IGCSE grades?

I started my IGCSE's with mainly B's and C's and only 2 A's but by the end of the two years, I graduated with all As and As. Is this bad?

Of course, they care about IGCSE grades. It's great that you are on an upward trend which is what they look for. Sometimes a rocky start is better because it shows that over time you have challenged yourself and become more mature and focused to succeed. Good luck with the college application process.
