Tax return

My parent is not required to file for a tax return. The college said I should upload a signed statement explaining the reason. Should the statement be signed by my parent or by someone like clergy or counselor

What the college is asking for is an affidavit which is a document that should be dated and addressed to the College's Financial Aid office or Admissions office. Then in the title bar write "Affidavit to explain why Mr. or Mrs. or Ms. >>>>>insert name is not required to file a US Tax Return" Then in the body, write a brief paragraph outlining your parent's circumstances and why legally they do not have to file a tax return. On the signature line have your parent sign and date the letter with their full name spelled out. If you want to make sure it will be accepted as a legitimate document, go to your nearest bank and have the document notarized with your parent present. (so if you want it notarized you have to bring the blank document and both your parent and notary will sign it.
