Top colleges will take into consideration both your UWGPA and your WGA because both give context to your academic strength. They will ascertain that you are an A- student on average that has taken a lot of rigorous courses over your high school career. You have earned quite a few Bs (perhaps a C) but you have strong course rigor.
So someone who hasn't challenged themselves would have a 4.0 UWGPA and say a 4.0 to 4.15 WGPA. Your grades look better than someone who only cared about a 4.0
But someone who had a 3.97 and a 4.40 would clearly look like a better student because they were able to get only (1) B perhaps in a hard class like AP Calc or AP Chem and still took a lot of APs like 10 of them.
