I played track and field as well as cross country in freshman and sophomore year and want to count those on my resume
Yes, anything you do freshman and sophomore year (sports or clubs or otherwise) still counts for your college resume. Since most people don't get leadership positions or a lot of experience until their junior or senior years, freshman and sophomore activities are usually a little less significant, but they still matter. You should include everything you've done in high school on your resume. Also include everything on your activities list unless you have more than 10 activities (since that's the maximum the Common App will allow you to enter), and would need to cut some from the list to fit more important ones in.
