If you have to submit a transcript and your ninth-grade marks are on there, I don't think you can omit them. However, if you raised your grades and currently have a good GPA, there is nothing to worry about - college actually like students who show improvement over time.

I'm not sure. I've never heard of a high school only including marks from 10-12th on a transcript. There are sometimes options like to list a grade as WP (withdraw-pass), WF (withdraw-fail), or I (incomplete), but I imagine you would've had to decide that at the time that you were taking the course. That's usually if you were struggling so bad that it looked better for you to withdraw than to have the grade on your transcript. Again, if it's up to you I would include them in almost any case.
