Can I get scholarships in any USA mid tier university without any kind of English proficiency test?

Hey, I have a weighted GPA of 5 and an unweighted GPA of 4. I'm involved in numerous extracurricular activities, I hold a position in a non-profit organization, I've done various volunteer works with underprivileged children and families, and I've accumulated over 30 hours of community work. I have skills in music, anchoring, business case-solving, programming, and problem-solving, among other things.

Do you think I should apply to undergraduate programs in the US with this profile and aim for a scholarship?

I'm currently studying at the Biomedical Engineering Department at a well-known public university in Bangladesh. I'm in my first year. Do you think it's a good idea to leave CUET in the hopes of getting a scholarship at a mid-tier university in the US?

Your writing is great, so I assume that your level of English would be high enough to pass DET (Duolingo) or something similar, just take it if you can and I'm sure you could come to the US mid-tier university.
