Should I apply Test Optional if I am in the 25th percentile for ACT?

I have a 33 ACT (which is very good don't get me wrong), and one of the reach schools I plan on applying to has a range of 33-35 ACT. Putting me in the 25th percentile for the school. The school does have a test optional policy, but I don't want to miss out on potential aid I could get because of my ACT score.

Only 4 other kids at my school have ever applied to this school, and one applied test optional and got in despite having a 1390 SAT which they didn't send in (Source: My school's Naviance). No one from my school has applied using a ACT before, and I really want to go to this school because it is prestigious/pretty.

Luckily my gpa is high enough and in range for the schools average, but my application is weak without my ACT score (my extracurriculars suck).

Any advice? (I also applying to Northeastern, and was wondering if I should be test optional there too)
