can I self-submit an AP art portfolio???

I'm an international student and my school doesn't offer AP art. In fact, none of the schools around me offer AP art either. Can't I just submit my portfolio by myself? Or is that not possible?? Do I make my normal art teacher submit on my behalf? Honestly, I thought I could just do it myself but now I'm having second thoughts.
